The CMS issued initial advance notice of changes for Medicare Advantage capitation rates and Part D payment policies for 2019, and comments will be accepted for 60 days, with final rates to be released by April 2, 2019. Proposals include blending 25% of encounter data with 75% of the risk adjustment payment system risk scores for MA payment as well as making several changes to the CMS-HCC risk adjustment model, which is used in paying aged and disabled MA plan enrollees.
